A major public consultation has opened inviting residents, businesses and community organisations across Norfolk and Suffolk to share their views on proposed changes to the structure of local government in both counties.

The Government is considering several options that would move the current two-tier system of county and district councils to a unitary model, where a single authority would be responsible for all local services. This could include areas such as highways, housing, planning, social care, waste services and community support.

What is being proposed?
A number of different models are under review, including:

  • A single unitary council for Norfolk.
  • Two unitary councils for Norfolk, creating East and West areas.
  • A three-unitary arrangement in Norfolk with revised boundary lines.
  • A single unitary council for Suffolk.
  • Three unitary councils in Suffolk, also involving some boundary changes.

These proposals have been put forward by councils across both counties, with the aim of simplifying responsibilities, achieving cost efficiencies and improving the speed of local decision-making.
