Swaffham Town Council takes ownership of town car parks

Swaffham Town Council has completed the transfer of ownership of two of the town’s
car parks from Breckland Council, bringing these important local assets under the
direct ownership and management of the Town Council.
The transfer, which completed on 14 September 2026, includes the Theatre Street car
park and the Lynn Street car park, as well as the associated EV Charging Licence
Novation Agreement. The move gives Swaffham Town Council greater local control
over two important assets which play a key role in supporting the town centre,
local businesses, residents and visitors.

The transfer follows Breckland Council’s decision to transfer ownership of its town car
parks to local town councils as part of the wider changes being considered to local
government across Norfolk. While the Government’s Local Government Reorganisation
programme is currently under review, the transfer means that the future management of
the car parks remains firmly rooted within the local community.

Cllr Graham Eves, Mayor of Swaffham, said:
“We are delighted to have completed the transfer of these car parks into the ownership
of Swaffham Town Council. This is a significant step for the town and gives us greater
local control over assets which are important to our residents, businesses and visitors.
“We look forward to managing these car parks for the benefit of Swaffham and ensuring
they continue to play an important role in supporting our town centre. We are very
pleased to have reached this point and would like to thank everyone involved in bringing
the transfer to a successful conclusion.”

The Town Council will now take responsibility for the ongoing management of the two
car parks and will continue to work with relevant partners to ensure they provide a
valuable and accessible service for the community.

The transfer also forms part of a wider programme of car park transfers across
Breckland. Car parks in Dereham, Thetford and Watton have already transferred to their
respective town councils, with work continuing on the transfer of car parks in
Attleborough.
